Do not retry. A hard or fraud-flagged decline. Retrying wastes attempts and can raise your fraud signals. Flag it and move to a new payment method.
What it means
The PIN provided for the card was wrong. This is a card-present concept and rarely applies to online charges.
Why it happens
A mistyped PIN at a terminal, or a card requiring PIN verification that wasn't satisfied.
Can you retry it?
For online recurring billing this shouldn't occur; if it does, the card isn't suitable for off-session charges. Ask for a different card.
