What it means
The card has been reported lost to the issuer, which now blocks charges against it.
Why it happens
The cardholder reported it lost; the issuer disables it and typically reissues a new card.
Can you retry it?
The card is dead and retries are futile (and look bad). The customer needs to supply their replacement card.
